I don't have a clue about the cause of this behavior in update rollup/pack, as opposed to manual installation of individual updates. Kb4468323 is just a time zone update, nothing special. There is also another update, that installs but than later windows update pops again saying it needs installed again, and will keep on doing that, I did figure out a fix for that, I have to uninstall the update from the add or remove program dialog, than reinstall it using windows update and it won't do the issue again.
